About Richard Greco Jr.
Richard Greco, Jr. has been President and Managing Partner of Filangieri Advisory Corporation since January 2007. Prior to this, Richard Greco was the Assistant Secretary of the Navy (Financial Management and Comptroller) for two years. In this capacity, Richard Greco, Jr. was the chief financial officer of the Department of the Navy. Richard Greco was nominated by the President and confirmed by the Senate for this position. Prior to this, he spent a year as White House Fellow to the Office of the Secretary of Defense and another year as the Acting Director of Private Sector Development for Iraq for the Coalition Provisional Authority's Washington Representative's Office.
During his White House Fellowship Richard Greco, Jr. was assigned to Baghdad, where he offered his expertise in private sector and financial institutions development.
Richard Greco, Jr. began his profession as an Associate of Scowcroft Group, advising corporate executives and hedge fund managers on investing internationally. Richard Greco assisted clients in penetrating markets in Asia and Africa, and the former Soviet Union. Following The Scowcroft Group, Richard Greco accepted a position with Stern Stewart & Co., first as an Associate and later as Managing Director of their Government Services Division. Overseeing the expansion of Stern Stewart & Co. to Italy, Richard Greco collaborated with joint venture Ambrosetti Stern Stewart Italia.
While with Stern Stewart & Co., Richard Greco pursued several other professional enterprises, including the development and foundation of a private, Roman Catholic school in New York, The Montfort Academy. Richard Greco, Jr. also routinely delivered lectures to Luigi Boccini University, the School of Management at Libera Università Internazionale degli Studi Sociali Guido Carli, and the Italian Association of Financial Analysts.

About the Assistant Secretary of the Navy (Financial Management and Comptroller)
Richard Greco served as the Assistant Secretary of the Navy (Financial Management and Comptroller), abbreviated ASN(FM&C), from 2004 to 2009. In this role, Richard Greco twice received the Navy’s highest civilian honor, the Distinguished Public Service Award. The first ASN(FM&C) was appointed in 1954 by President Dwight D. Eisenhower, and the position has continued under various names through the present. Currently, the Office of the ASN(FM&C) employs over 7,000 civilians at locations around the world. The primary duties of the ASN(FM&C) are to manage the finances of the United States Navy and Marine Corps and to serve as the comptroller of the Department of the Navy. The ASN(FM&C) provides budget support for the Department of the Navy in addition to independent financial analysis for the Department’s clients. The ASN(FM&C) ensures that assets are allocated efficiently and effectively according to the national security objectives of the secretary of defense and the president. The Office of the ASN(FM&C) includes several departments: the Office of Budget, the Office of Financial Operations, the Office of Counsel, the Appropriation Matters Office, the Administrative/Fiscal Division, and the Navel Center for Cost Analysis (NCCA). Additionally, within each of these offices are a number of divisions. For instance, the Office of Budget includes the Operations Division, the Investment and Development Division, the Program/Budget Coordination Division, the Business and Civilian Resources Division, and the Budget Policy and Procedures Division. Each of the departments in the Office of the ASN(FM&C) is headed by senior executive financial managers. Approximately 25 senior executives are currently employed by the ASN(FM&C), and they collaborate through the Career Leadership Board. In addition, the Office hosts a monthly Wide Area Comptroller Meeting to address issues arising within each of the Office’s departments and divisions.
